Last paragraph says
“In storage, the money could not have collected interest for the state coffers as it would have in a bank.”
That was the FIRST thing I thought of. Perhaps if Kane’s office had taken NINETY THOUSAND DOLLARS and set it on fire, it would have gotten a bigger play in the story.
