					<description><![CDATA[it is not often that a denizen of Massachusetts has an opportunity to be thankful s/he doesn&#039;t live in another state.

Back when I was in the legislature here, during the Presidential campaign of Michael Dukakis, Massachusetts and California were touting themselves (and each other) as being on the &quot;cutting edge&quot; of public policy.

If this is the cutting edge, I&#039;m looking for a blunt instrument.
