The school district accepted the busses without seatbelts, so evidently the bid did not require seatbelts.

The bus company only provided what the school district asked for, and if the parents were really concerned, they would have voiced their opinion at the school board meeting before purchasing the busses.

The plaintiffs just want some money... greedy Americans.
