They should use the ELO system by general area of practice http://en.wikipedia.org/wiki/Elo_rating_system

Torts – 1504
IP – 1843
Criminal – 2037
Supreme Court – 1941

Then you’d just have to find who the opposition is using, then hire someone with a higher rating.

I'm not sure why Theodore Harold Frank, with 9 years of experience as a California lawyer, gets three stars for experience, while Theodore H. Frank, with 11 years of experience as a DC lawyer, gets two stars for experience. Not to mention the fact that Theodore H Frank has no rating at all.
