They can afford to pay a high referral fee like that because contingency fees are so lucrative.  The fact that lawyers who are legislators are collecting one third of the contingency fees from personal injury lawyers that they refer their constituents to is one reason why it is so hard to pass tort reform laws in the legislatures.  While lawyers consider paying referral fees to be ethical, other professional groups such as doctors, accountants, and engineers consider it unethical to pay referral fees and do not allow referral fees.]]></description>
