Seems like a concept, as the ADA has been used (misused/abused?) in the past to attempt to override laws like trucking and airplane safety laws.

Protection for a poor child from a winter wind is a worthy goal. But case-by-case exemptions do not solve the basic problem of emotionally driven witch-doctor legislation. Mighty efforts and vast expenditures are mustered to eliminate risks that are non existent.
