					<description><![CDATA[It seems to me that anyone so uninformed about the First Amendment is unqualified to be police chief, let alone an officer at all. Officers need to understand, for example, that a person is within his rights to, for example, photograph events on a public street, even if another person on that street does not wish to be photographed.
