At an Arizona bar a few years ago, the bartender looked so young, I asked his age. He was 19, and told me that when Arizona had raised the legal drinking age under duress from the feds, the state chose not to raise the legal bartending age. So, at the age of 19, you can serve alcohol in a bar, and even inhale the fumes, so long as you don’t drink it.

The customer is provided tickets which he then exchanges for individual beverages. Of course I have no way of knowing if this is true.
