Translation: “the kinks” are the small businesses that can’t afford to comply with the law and that are creating such bad publicity for Congress.; “hammer out” means “drive out of business”; and “continued conversation” means “delaying, downplaying, and ignoring the issue.”

The only toys and clothes left will be Chinese imports from the Mega-distributors who can afford the testing with economies of scale!

Here is the problem. The spirit of the law is the elimination of a bogus hazard. The media whipped up the public about the lead in Chinese made toys, which lead was a technical violation of a stringent standard. The actual violation posed no risk at all.
