					<description><![CDATA[My reading of Prop 20, giving the Coastal Commission jurisdiction of tidal estuaries, caused me to vote against it. The definition of &quot;tidal estuaries&quot; gives the Commission authority over 5000 ft depth of riverbank on Sacramento River upstream well past Sacramento, where tidal effects can be measured. Other, smaller rivers would be covered as well. The Commission has not, to my knowledge, exercised that authority, but I think it could, especially if given new powers to levy fines that could not be challenged in court.]]></description>
