Whatever one might think about tort reform, it seems to me that the idea that it would reduce medical innovation is insupportable. But Walter, you might be able to address that question better than I.

Create a group of people who are educated in the laws concerning liability and then draw randomly from the pool for each trial. The costs of training and paying these jurors will be more than offset by the savings of maintaining the current jury system and by the reduction in the length of trials and the number of mistrials.
