Read the reasoning for the rule. Because milk contains a sufficiently high percentage of non-petroleum oil, under the Oil Spill Prevention, Control and Countermeasure Program rule, milk is oil. This is very straight-forward legalese logic.

This reasoning does expand EPA’s regulatory reach. Accordingly, from now on, all of your Victoria’s Secret apparel for above the waist wear will have to come equipped with dikes and berms to contain and control any “oil spills” that may come from the “oil storage tanks.”
