The fine portion of the I-9 lasted a few years and was removed but the form was kept making it a toothless tiger.]]></description>

Incidentally, the article says that the I-9 was not successful in the past, but attributes that to the abundance of fake documents and the pourous southern border. That is true, but the biggest reason it hasn&#039;t been successful is that governments haven&#039;t bothered to use it - in a *wink* *wink* *nudge* *nudge* system of welcoming cheap labor and pandering to Hispanic voters.]]></description>
