The fine portion of the I-9 lasted a few years and was removed but the form was kept making it a toothless tiger.

Incidentally, the article says that the I-9 was not successful in the past, but attributes that to the abundance of fake documents and the pourous southern border. That is true, but the biggest reason it hasn’t been successful is that governments haven’t bothered to use it – in a *wink* *wink* *nudge* *nudge* system of welcoming cheap labor and pandering to Hispanic voters.
