					<description><![CDATA[My understanding is that the &quot;discrimination&quot; consisted of people with bad credit rating not getting USDA loans as often as people with good credit ratings, and that was magically turned into racial discrimination because blacks, although treated the same as everyone else, were just more likely to have bad credit ratings.  This lawsuit was a classic example of &quot;Stealth Welfare&quot;.
