					<description><![CDATA[This seems like a natural and logical consequence of two trends in American government: (a) the ever-expanding requirement to use the courts to resolve ever more types of disputes between organizations, and (b) the massive, statist expansion of the number and reach of government agencies. The more agencies there are, and the broader their powers, the more they&#039;ll come in conflict with each other. And when that conflict occurs, they, just like private organizations, find that they have to go to court to resolve things.]]></description>
