Alas it is not. I think this problem with the mayor can be solved with some tar and feathers, as long as they are careful to not spill any on the sidewalk. After all we wouldn’t want them to violate the council law that “deems it an offense to destroy, damage, foul, interfere or deface anything located in or on the municipal place or road”.
