Does this apply to the drug sniffing and other dogs the police use? If not, why not?

The same reason that police can leave their cars running unattended, but you cannot. The same reason why police can talk on radios and work on laptops while driving but you cannot speak on a cell phone. The same reason why you get a ticket for speeding and the families of police do not.

Are there any engineers in the house? I’m looking at the tether and harness, and it seems to me to be very efficient method of snapping the dog’s neck like a twig in even a fairly low speed accident.
