					<description><![CDATA[Part of the problem is the strict licensing requirements which prevents nonlocal electricians from working in the storm damaged areas.  NYC requires all work in the city be done and  inspected by electricans licensed in the city.  There are a massive number of buildings where the power boxes were submerged when basements flooded that need inspected and maybe replaced.   Electricians from the surrounding counties (and states) can&#039;t help fix the downed power services without getting a license (and paying the fees).]]></description>
