  • traffic fines are a major source of income for police agencies around the world, and for the governments they represent (at any level).
    In more than a few places police have a quota system, with performance reviews of both entire departments and individual officers being dependent on generated income.
    In such a system there’s of course no incentive whatsoever to not do things like this (and in case of speed traps, not set them up deliberately to record higher than actual speeds).
