I wonder if at some point DOE will mandate that heat engine efficiencies exceed Carnot efficiency. At that point they will have effectively mandated perpetual motion.

“No problem”, they would doubtless reason in the way that only government bureaucrats can reason, “this will spur invention, so someone will develop a realizable Maxwell Demon.”
