Happens in my state all the time with groups of lawyers stringing out suits against state or local government for decades, probably in collusion with the bureaucrats or state officers being sued by way of political contributions.
Other variants on the same theme are green/environmental suits against government agencies in collusion with the agencies who happily pay the required attorney fees at the end of the affair when a consent judgement is obtained. Lawyers donate some back to the
green org involved and all are good.
