Although the revenue from this scam will far outweigh the attorneys’ fees that the Arizona will have to pay.

Damn those liberal Democrats and their paternalistic regulatory state!

Oops, my bad. The Arizona state government is a Republican-dominated institution. And Republicans are split between those who favor only paternalistic regulations (such as liquor control), those who favor in-state business interests (such as the liquor industry middlemen), and libertarians (few in number and without much influence, it seems).

There is no party for a libertarian in the US. Just as there is no party for those who support more government supports economically and less government intervention socially.
