Not exactly over the counter, as oral contraceptives remain prescription medications at the federal FDA level which applies to the states.
But states are free to determine scope of practice for various licensure.  In the case of Oregon and California, the states boards of healing arts (or whatever their equivalent names there are) will be amending the pharmacist&#039;s scope of practice to include prescribing from their booth.]]></description>
