Race-norming school discipline is an appalling practice. Obviously, the kids aren't stupid and know what is going on--so how does a school answer the hard questions about the impact of the race of the offender on what the school is actually doing? "Hey, wait a minute, Johnny did X and only got Y, so why am I getting Y plus?"

Part of the do-gooder impulse (of helping the so-called downtrodden) may be justifying the government response in Idaho. In any sane system, a 14 year old boy who helps to orchestrate a sexual assault on a 5 year old girl would be on the next plane out of the country. Instead, he'll probably get more in the way of government services than the 5 year old girl that he victimized.
