					<description><![CDATA[The fact that Nationwide had to go to court in order to address a facially unconstitutional statute (i.e., the requirement of being organized under the laws of California) is telling.  The administrators were obviously following a state statute, but there should be some negative consequences to their actions.  The Constitution is supreme.]]></description>
