Anyway, doesn’t Alito’s opinion kind of say exclusive representation is a requirement, at least for public-sector unions? That was the impression I got from his whole “respondents and the dissent are wrong that it is unfair to make the union represent non-members” bit around page 17, but I’ll admit I’m not familiar with that Steele case he was citing.
