Need to go to agency level which they feel requires a lawyer, no thanks, we don&#039;t care what the issue is, you&#039;re not a member and we don&#039;t provide legal resources, nor do we allow you to file.  Have a nice day.]]></description>

Anyway, doesn&#039;t Alito&#039;s opinion kind of say exclusive representation is a requirement, at least for public-sector unions?
