					<description><![CDATA[Since the states and state universities claim sovereignty prevents having their patents reviewed, they should be precluded from being issued patents.  And since patents are constitutionally the purview of the federal government, then both the states and the state university&#039;s which translate public funds into knowledge, can go hang.]]></description>
