Would you want to be a landlord under these conditions? Turn it into condos. The image of the greedy exploitive landlord is so convenient, but the landlord may be stuck with people who destroy the property, don’t pay rent, and the city won’t let him evict them. If they don’t pay rent he can’t do repairs. Simply insane.
