At least not from the opposing party of the President! And it would be hard for a party to oppose this without looking like they we doing it for purely partisan reasons.

If DC shrinks to a small area containing only or mostly government buildings, then the families of the President and Vice President will control their own “pocket borough” with 3 electoral votes.
