As an earnest of good faith, fossil fuel companies should stop delivering fuel in SF and Oakland. Also, electric utilities should stop delivering power tainted by fossil fuel sources.
Not quite far enough, someone needs to establish a blockade outside the city to insure that fossil fueled cars are not driven outside the city to refuel. In particular large city vehicles.
